Text of the recommendation

The Committee is also concerned about the negative health impact of the high rate of tobacco use, the insufficient level of tobacco taxes and the weak regulations on advertising campaigns (art. 12). The Committee recommends that the State party adopt measures for the prevention of tobacco use, in particular a ban on advertising, an increase in the tobacco tax to a level sufficient to have a deterrent effect on tobacco use and measures to spread information on the negative effects of tobacco on health, with an emphasis on the protection of children and young people. The Committee also urges the State party to ratify the World Health Organization (WHO) Framework Convention on Tobacco Control and to bring domestic regulations on the advertising of tobacco products into compliance with the standards laid down in that Convention.
